Cooperation Background
From June to October 2025, Harbor Health and a delegation of core entrepreneurs from Kazakhstan's Atameken National Chamber of Entrepreneurs carried out high-level mutual visits. The two sides held in-depth discussions on healthcare industry cooperation, integrated Chinese-Western medicine, and joint development of international medical projects.
About Atameken National Chamber of Entrepreneurs
Atameken is Kazakhstan's only nationwide chamber of commerce and industry. Established under government leadership, it has regional branches across 14 provinces and major cities, covers key enterprises throughout Kazakhstan's industrial chain, and brings together 210 core member organizations as a bridge between government, business, local markets, and international partners.
Kazakhstan Site Visit: Key Cities and Healthcare Resources
In June 2025, the Harbor Health delegation visited Kazakhstan, traveling to Almaty and Astana to study healthcare resources and cooperation opportunities.
In Almaty, the delegation focused on emerging medical project investment, medical technology innovation, and digital transformation. In Astana, the team visited a comprehensive medical center integrating international diagnosis and treatment with premium health checkup services, gaining first-hand insight into Kazakhstan's needs in international medical services and talent development.
China Follow-Up Visit: Integrated Medicine and Medical Openness
In October 2025, entrepreneurs from Atameken visited China to inspect representative projects and refine cooperation pathways with Harbor Health. The delegation visited leading hospitals that integrate traditional Chinese and Western medicine, studying precision diagnosis, minimally invasive surgery, and modern integrated care models.
The delegation also visited the Boao Lecheng International Medical Tourism Pilot Zone in Hainan, China's medical special zone, which benefits from policies for licensed medical services, early access to international medicines and devices, and wholly foreign-owned medical institutions.
Cooperation Outcomes
During the return visit, both sides held follow-up cooperation meetings and reached more detailed consensus on several practical areas:
